A survey by the Federal Reserve Bank of New York found that Americans' inflation expectations have reached their lowest point in nearly three years. Economists say consumers appear to be responding to steadily slower inflation, higher incomes, lower gas prices and a rising stock market. What's more, paychecks have outpaced inflation over the past year, thereby easing Americans' adjustment to a higher cost of living. DUBAI, United Arab Emirates (AP) — Vice President Kamala Harris engaged in a speed round of diplomatic talks with Arab leaders on Saturday where she focused on shaping the outlook for a post-conflict Gaza while calling on Israel to do more to protect Palestinian civilians from the “devastating” bombardment. She made a hastily planned trip to the United Arab Emirates as the top American representative at the U.N. climate conference but the Israel-Hamas war was a main objective of her visit. She met with leaders of the United Arab Emirates, Egypt and Jordan and spoke by phone with Qatar’s emir. Then she swept briskly through the hallway to a waiting motorcade to take her nearby for meetings with Arab leaders. The vice president said she also talked with Arab leaders about three key elements for a post-conflict Gaza: reconstruction, security and governance.

“President Biden this coming week will be doing a lot more than just meeting with President Xi,” White House national security adviser Jake Sullivan told reporters in Washington on Monday. White House officials say they are cognizant that fellow APEC nations want to see better dialogue between the U.S. and China because it reduces the risk of regional conflict. Biden on Monday welcomed Indonesian President Joko Widodo, a fellow APEC leader, to the White House for talks before both travel to San Francisco. Israel's retaliatory operations in Gaza have killed more than 11,000, sparking outrage from a slew of world leaders. The stopgap measure excludes the roughly $106 billion funding requested by Biden for Israel, Ukraine and the U.S. border with Mexico.

WASHINGTON (AP) — President Joe Biden on Wednesday spoke out against retaliatory attacks by Israeli settlers against Palestinians in the West Bank in the aftermath of the Oct. 7 Hamas attacks on Israel. Settler violence against Palestinians has intensified since the Hamas attack, and Palestinians have been killed by settlers, according to Palestinian authorities. The West Bank Protection Consortium, a coalition of nongovernmental organizations and donor countries, including the European Union, says hundreds of Palestinians have been forcibly displaced in the West Bank due to settler violence since Oct. 7. The president also said that after the Israel-Hamas conflict comes to an end, Israeli, Palestinians and their partners must work toward a two-state solution. “Israel should be incredibly careful to be sure that they’re focusing on going after the folks that are propagating this war,” Biden said.

FRANKFURT, Germany (AP) — For months after Ukraine's Western allies limited sales of Russian oil to $60 per barrel, the price cap was still largely symbolic. That time has now come, putting the price cap to its most serious test so far and underlining its weaknesses. But most of that, economists say, stems from Europe's ban on Russian oil, which cost Moscow its main customer. They're accused of carrying Russian oil priced at $75 and $80 per barrel while relying on U.S.-connected service providers. “The price cap is working,” says Nataliia Shapoval, vice president for policy research at the Kyiv school.

Biden's travels will be rife with security concerns, and visits by other U.S. officials have been disrupted by rocket launches into Israel. ... And if we don’t, who does?”In Israel, Biden was expected to meet with Prime Minister Benjamin Netanyahu and other Israeli officials before heading to Jordan. However, Abbas has withdrawn his planned participation because of the destruction at the hospital in Gaza. Abbas has been Palestinian president for nearly 20 years. Israeli strikes on Gaza have killed at least 2,700 people and wounded more than 9,700, according to the Gaza Health Ministry.

Leaders dropped $6 billion in Ukraine aid from the temporary funding measure passed Saturday as they focused on passing it quickly, just hours before the government would have shut down. Supporters of Ukraine aid — including Ukrainian President Volodymyr Zelenskyy, who visited the Capitol to plead for the money in person just two weeks ago — say it’s essential that additional funding is included. He said he would address Ukraine aid soon. But any dealmaking is on hold as House Republicans try to find a new leader. Jordan has made clear his opposition to additional Ukraine aid and reiterated it Wednesday.

Federal agencies will stop all actions deemed non-essential, and millions of federal employees, including members of the military, won't receive paychecks. A shutdown happens when Congress fails to pass some type of funding legislation that is signed into law by the president. Millions of federal workers face delayed paychecks when the government shuts down, including many of the roughly 2 million military personnel and more than 2 million civilian workers across the nation. Nearly 60% of federal workers are stationed in the Defense, Veterans Affairs and Homeland Security departments. Beyond federal workers, a shutdown could have far-reaching effects on government services.
